Con este nuevo impuesto, el país americano pretende cubrir los gastos de la pandemia

El Senado argentino ha aprobado el pasado diciembre, la ley de Solidaridad y Aporte Extraordinario de las Grandes Fortunas; un impuesto único destinado a ayudar a cubrir los costos de la pandemia de la covid-19, en un país donde hasta el momento, la crisis sanitaria se ha cobrado la vida de más de 44.000 personas. El impuesto contribuirá a crear liquidez para el pago de suministros médicos, ayudará a las pequeñas y medianas empresas, patrocinará becas para estudiantes, desarrollos sociales y proyectos de gas natural.

Esta medida se aplicará a las 12.000 personas más adineradas de Argentina, solo un 0,02 % de la población que ha declarado activos por más de 2,5 millones de dólares (2 millones de euros). En concreto, esta ley les afectará mediante el cobro de un cargo único del 2 al 5,25% sobre los activos individuales, con lo cual, el Gobierno argentino espera recaudar alrededor de 3.500 millones de dólares (2.800 millones de euros).

Muchos países (incluido el Reino Unido) lo están discutiendo, pero Argentina es el primero en hacer algo concreto. Tan importante como lo que puede aportar el dinero recaudado, es que el nuevo impuesto establece un precedente importante.

Una capacidad tan baja para recaudar fondos ha contribuido al desproporcionado número de muertos en América Latina: la región ha representado el 30% de las muertes por COVID-19 en todo el mundo, a pesar de que tiene solo el 8% de la población mundial.

Oxfam, en su informe ¿Quién paga la cuenta?, señala que la riqueza de los súper millonarios de la región creció 17% en 16 semanas desde mediados de marzo: 48,2 billones de dólares estadounidenses. Eso equivale al 38% del total de los paquetes de estímulo que todos los Gobiernos han activado, y nueve veces la intervención del Fondo Monetario Internacional (FMI).

Los Gobiernos latinoamericanos están grabando masivamente a las personas y corporaciones más adineradas, en su lucha contra el Coronavirus, la pobreza y la desigualdad. Oxfam estima que América Latina perderá 113.400 millones de dólares en ingresos fiscales este año, (93.300 millones de euros), lo que equivale a 59% del gasto en salud pública en la región.
