La ciudadanía y la residencia por inversión; un fenómeno que se incorpora cada ves con mayor volumen a la política migratoria de más países
En el Caribe, la ciudadanía es una industria que, en los últimos años, ha estado creciendo de forma extraordinaria. Una idea que nació en la Federación de San Cristóbal y Nieves, se ha convertido en un fenómeno global que se ha expandido a todos los rincones del planeta, incluidos el Oriente Medio, Europa, Asia e incluso Oceanía.
Si bien es cierto que parte de este crecimiento tiene sus orígenes en la crisis económica de 2018, tras la cual países como Bulgaria, Camboya, Malta y Chipre lanzaron o renovaron el otorgamiento de su ciudadanía a cambio de una inversión, muchos lanzamientos posteriores, con similares objetivos, pueden tener sus antecedentes en los aspectos siguientes:
- Necesidad de los países de diversificar sus economías.
- Estimular la inversión extranjera directa.
- Atraer a empresarios exitosos a sus fronteras.
Para que podamos hacernos una idea del impacto de la “Golden Visa”, solo en los últimos 4 años se han puesto en marcha 5 nuevos Programas de Ciudadanía por Inversión. Estos son:
- Programa de Ciudadanía por Inversión de Montenegro (2019).
- Programa de Ciudadanía por Inversión de Jordania (2018).
- Programa de Ciudadanía por Inversión de Turquía (2017).
- Programa de Apoyo al Desarrollo de Vanuatu (2017).
- Programa de Ciudadanía por Inversión de Santa Lucía (2016).
En Europa se han concedido más de 6.000 ciudadanías y 100.000 permisos de residencia a través de estos mecanismos, y España está en el ranking de los países miembros de la UE, que más personas aceptan a través de estos sistemas. Desde 2013 hasta abril de 2018, España aprobó 24.755 residencias a inversores y sus familiares.
Clave del éxito
Hasta la fecha, existen 12 programas de inversión por ciudadanía activos en todo el mundo.
Pero, el número fue mayor durante el pasado verano, con 14 programas activos. Sin embargo, tanto Malta como Chipre, han suspendido sus respectivos programas a la espera de realizar una reevaluación de los requisitos y de las diligencias.
La “Golden Visa” por residencia también ha mostrado rendimientos increíbles para sus países emisores. Por ejemplo, entre 2012 y agosto de 2020, Portugal recibió 5.488 millones de euros en inversión por este concepto.
Por ejemplo, se estima que España generó como mínimo 711 millones de euros, sólo en 2019. Pero… según Global Witness y Transparency International, en su estudio “European getaway: inside the murky world of golden visas” de 2018, apuntan que solo en España, concretamente, se ganan 976 millones de euros anuales en inversiones de personas que vienen de otros países. Los más numerosos son ciudadanos chinos (7.118), rusos (4.715), estadounidenses (4.327), indios (3.233) y, por último, venezolanos (3.116).
Los Programas de Residencia por Inversión están mucho más extendidos en Estados Unidos, Reino Unido, Irlanda, España, Portugal, Grecia, Italia, Australia, Singapur y Japón.
De acuerdo a la Comisión Europea, 20 Estados miembros de la UE han optado por ofrecer «Golden Visa», en algunos casos, a cambio de la residencia, y en otros incluso de la ciudadanía.
Se estima que las “Golden Visa” en Europa durante la última década, han recaudado cerca de 25.000 millones de euros en inversiones directas.
